Jamaican Man Admits to Harassment Charges Involving Teen, Faces Immigration Action and Court Discharge

Jamaican man confesses to harassing a 14-year-old girl in Barbados, leading to charges and immigration involvement. Details of the incidents and court proceedings revealed.
He confessed to two counts of harassment and after doing so, Jamaican Elves Stuart Staines was handed over to immigration officers with a reprimand and discharge from the court.
The 49-year-old formerly lived at Lot 9 Kirtons No. 1, St Philip, and was charged with harassing a 14-year-old girl between November 1 and 30, 2023; and again on January 10, 2024, while at Kirtons Main Road, St Philip.
When Staines first appeared in the District “C” Magistrate’s Court in January, he denied both charges and was remanded to prison. However, he changed his plea earlier this month and confessed to harassing the secondary schoolgirl.
Sergeant Mary Eugene read the facts in which the teenager told police that some time in November a man, whom she did not know and who spoke with a Jamaican accent, approached her and repeatedly asked for her name, so she gave him a fake one.
About two weeks later she was at a bus stop, when she saw him again. This time, he approached her and touched her on her shoulder and asked, “What’s going on?” She did not respond. A van
came shortly afterwards but before it did, Staines told the girl he has “plans” for her and she became fearful.
On January 10 this year, the girl was at the bus stop again when Staines approached her and stretched out his hands to give her a knock. She ignored him and moved closer to a group of students who were nearby. Staines moved closer as well and it was a male student, whom the girl did not know, who intervened and told him to leave her alone. Staines then caught a van and left the area.
Days later he was pointed out to police while at a bus stop, and was later charged with the offences.
In court, Staines’ version of events was that he spoke to the girl but only to tell her she was not decently attired.
